H.M.S. C 28 was one of thirty-eight "C" class coastal submarines completed for the Royal Navy.
Service
During the Test Mobilisation, C 28 was appointed to the Seventh Submarine Flotilla. She remained with them, serving in Home and Atlantic Waters until January 1915, when she was ttransferred to the Tenth Submarine Flotilla, which was the under orders of the Rear-Admiral Commanding East Coast of England.
She moved in August 1916 to join the Fourth Submarine Flotilla, which was re-designated the Fifth Submarine Flotilla the following month.
In June, 1917 she was transferred to the Ninth Submarine Flotilla. In August 1917 the Sixth Submarine Flotilla, which was part of the Portsmouth Local Defence Flotilla. She remained with that formation until December 1918.
