In mid-1906, Exe was part of the Second Destroyer Flotilla, which in turn was supporting the Channel Fleet.

On 14 January 1907, she and seven other "River" and "30 knotter" T.B.D.s. of the Second Destroyer Flotilla arrived in Portsmouth from Sheerness.[7]

In mid-1913, she was serving in the Ninth Destroyer Flotilla, a patrol flotilla. She would be with them during the Test Mobilisation as war loomed.[8]

On 2 February, 1914, she was one of five Rivers of the Ninth Destroyer Flotilla paid off at Sheerness and Chatham, immediately recommissioning with new crews.[9]

In March, 1915 she joined the Sixth Destroyer Flotilla, but after 1 month or two she moved on to the Portland Local Defence Flotilla.

In September, 1917 she joined the Seventh Destroyer Flotilla, plying the East Coast of Britain. She remained there until January, 1919 when she joined a group of destroyers being sent into reserve at the Nore.
