Harper was promoted to the rank of Lieutenant on 31 December, 1907.
Harper was appointed Lieutenant in Command of the scout cruiser Sentinel on 1 July, 1913. He apparently remained in the ship through mid July 1918 after being superseded in command in mid-August, 1914, being promoted to the rank of Lieutenant-Commander on 31 December, 1915.
On 23 July 1918, he was appointed to Askold as first and gunnery officer.
Harper left Askold after being appointed to Calliope as gunnery officer on 15 August, 1919.
Harper ceased work at Devonport in September 1924 and spent a few years doing typical post-war work looking over groups of ships in reserve. He was placed on the Retired List at his own request with the rank of Commander on 29 April, 1927.
