Engineer Rear-Admiral James Thomas Willoughby, Royal Navy (1 January, 1864 – 1 October, 1949) was an officer of the Royal Navy.
Life & Career
Promoted to Engineer Captain on 6 November, 1913. He was placed on the Retired List "at his own request" on 22 August, 1918.[1]
