Commander Francis Howard, D.S.C., R.N. (31 December, 1889 – ) was an officer in the Royal Navy.
Life & Career
Howard was appointed in command of the destroyer Restless on 5 October, 1918.[1]
Howard was promoted to the rank of Lieutenant-Commander on 1 April, 1920.[2]
