Alterations in Titles, Rank, and Pay of Engineer Officers, R.N.—Improvement in Full Pay of Officers, R.M.

WHERAS we are of opinion that it is desirable to alter the titles and rank and to improve the full pay of the Engineer Officers of Your Majesty's Navy;

And whereas we are further of opinion that it is desirable to improve the full pay of the Officers of Your Majesty's Royal Marines;

We therefore humbly beg leave to recommend that Your Majesty may be graciously pleased by Your Order in Council to sanction the following proposals, the same to take effect from the 1st April, 1903.

I. TITLES OF ENGINEER OFFICERS.

The Engineer in Chief to have rank of Engineer Rear-Admiral and to be eligible for promotion to Engineer Vice-Admiral at our discretion.

Chief Inspectors of Machinery to be styled Engineer Rear-Admirals.

Inspectors of Machinery to be styled Engineer Captains.

Fleet Engineers to be styled Engineer Commanders.

Staff Engineers, Chief Engineers, and Engineers to be styled Engineer Lieutenants.

Assistant Engineers to be styled Engineer Sub-Lieutenants, and the rank of Probationary Assistant Engineer to be abolished.

Engineer students to be styled Engineer Cadets.

II. FULL PAY OF ENGINEER OFFICERS.

The scale of full pay to be as follows:—

III. RELATIVE RANK ENGINEER OFFICERS, NAVY AND ARMY
Vice-Admirals. Engineer-in-Chief if Engineer Vice-Admiral. Lieutenant-Generals.
Engineer-in-Chief if Engineer Rear-Admiral,
Engineer Rear-Admirals.
Engineer Rear-Admirals. Major-Generals.
Captains of 3 years seniority. Engineer Captains of 8 years seniority in that rank. Colonels.
Captains under 3 years seniority. Engineer Captains under 8 years seniority in that rank Lieutenant-Colonels.
Commanders. Engineer Commanders. Lieutenant-Colonels, but junior of that rank.
Lieutenants of 8 years seniority. Engineer Lieutenants of 8 years seniority, duly qualified and selected. Majors.
Lieutenants under 8 years seniority. Engineer Lieutenants under 8 years seniority. Captains.
Sub-Lieutenants. Engineer Sub-Lieutenants. Lieutenants.
IV. FULL PAY OF MARINE OFFICERS.

The scale of full pay to be as follows:—

Colonels 2nd Commandant to receive pay as Lieutenant-Colonel, and an additional allowance of 5s. per diem.

Colonels Commandant to receive pay at present rates, with an allowance of 12s. a day.

V. That we have power to vary individual rates of pay for Engineer and Marine Officers within the scales laid down or impose any conditions in regard to them at our discretion as the circumstances of any case may render desirable.

VI. That we have power to advance Engineer Sub-Lieutenants to the rank of Engineer Lieutenant after such period of service in the lower rank as we may determine.

VII. Existing Regulations for Officers of rank of Engineer to be applicable in all respects to Engineer Lieutenants not qualified and selected for the pay of an Engineer Lieutenant of 8 years seniority, except as otherwise provided therein.

VIII. In other respects existing Regulations for Engineer Officers to be applicable to Officers under their new titles except as otherwise provided herein.

The Secretary of State for War concurs in the proposed Regulations as regards relative rank; and the Lords Commissioners of Your Majesty's Treasury have signified their concurrence in these proposals.
