Harold Garfield Billings

Lieutenant Commander (retired) Harold Garfield Billings, (12 May, 1883 – 18 May, 1968) served in the United States Navy.

Life & Career

Billings was born in Massachusetts. He enlisted in the Navy at an unknown date, probably around 1900 and was appointed Boatswain on 16 December, 1915.[1]

During World War I, Billings received a temporary commission under the Act of May 22, 1917, becoming a temporary Ensign on 15 August, 1917.[2] He was promoted to the temporary rank of Lieutenant (Junior Grade) at an unknown date, most likely in early to mid 1918, and was promoted to the temporary rank of Lieutenant on 21 September, 1918.[3] He was appointed to command submarine chaser S.C. 130 on 23 January, 1918 and remained in command at least through April, 1919.[4][5] Billings was awarded the Navy Cross for his command of S.C. 130.

Following the war, Billings commanded the tugboat Ontario in late 1920 to early 1921, and minesweeper Cardinal in 1921 into 1922. By this time his temporary commission had expired and he had reverted to warrant rank, but was promoted to Chief Boatswain on 16 December, 1921.[6][7]

Billings was placed on the Retired List due to incapacity incurred in the line of service on 6 October, 1922.[8] In 1930, he was promoted to the rank of Lieutenant on the Retired List effective 21 June.[9]

During World War II Billings was recalled to active duty, and was promoted to the rank of Lieutenant Commander on the Retired List on 3 August, 1944.[10]
