The budgeted staff of the Chief Inspector of Naval Ordnance in 1914 was one Chief Inspector, three assistants, one Ordnance Depot Clerk, First Grade, one Ordnance Depot Clerk, Third Grade, and two Hired Writers.[1]

- Acting Commander John A. Duncan, 4 July, 1914[5] – 4 April, 1919
- Acting Commander Llewellyn E. H. Llewellyn, March, 1919[6] – 1 November, 1927
- Commander (retired) John G. M. McHardy, 1 November, 1927[7] – 18 July, 1929[8] (died following an operation)
- Captain (retired) Frank R. Willis, mid August, 1929[9] – 9 March, 1936[10]
- Captain (retired) Stewart A. Pears, 18 March, 1947[11] – 2 March, 1956[12]
- Commander (retired) John G. M. McHardy, April, 1922[13] – 1 November, 1927[14]
- Commander (retired) Kenneth Gofton-Salmond, – 30 March, 1936[15]

There is some confusion as to when Middleton left.
It is not clear whether this is a simple retitling of Chief Inspector of Naval Ordnance.

The apparent conflict here may be that Brougham's duty is at Woolwich. That's a wild guess, as the other man may also be there.
