Admiral Paul Behncke (13 August, 1866 – 4 January, 1937) was an Admiral of the Imperial German Navy during the First World War, who in 1918 became the Secretary of State of the Imperial Naval Office.

Behncke was promoted to the rank of Konteradmiral on 14 July, 1914, Vizeadmiral on 25 November, 1916 and Admiral on 20 December, 1920.
