The Naval Secretary to the First Lord of the Admiralty, before 1912 the Private Secretary to the First Lord of the Admiralty, was the Royal Navy officer responsible to the First Lord of the Admiralty who assisted the political head of the Navy on senior appointments.

History

Captain George F. King-Hall, about to pay off Narcissus at Portsmouth, was visited by Captain Wilmot H. Fawkes (Private Secretary, 1897-1899, 1900-1902), and noted in his diary: "Yesterday evening Fawkes came on board and remained a long time, talking over every one and the many appointments becoming vacant - the unsuitableness of some men, by reason of their wives. He asked my opinion on many of the men and on asking me who I thought was the best man for Britannia, I was strongly tempted to say 'I am the man!.'"[1]

Fisher described the Naval Secretary's position as "an ideal arrangement. He has the power, he pulls the strings, he has no position, he causes no jealousy, he talks to all the Lords as their servant, and he manipulates them all and oils the machine for his special master, the First Lord, to perpetrate a job when necessary!"[2]
