Life & Career
Kelly was promoted to the rank of Lieutenant (Junior Grade) on 8 June, 1926.
Kelly was promoted to the rank of Lieutenant Commander on 1 July, 1939.
Kelly was promoted to the temporary rank of Commander on 28 August, 1943.
