Instructions for the Engineer-in-Chief of the Royal Navy.

Instructions

1. The Engineer-in-Chief will be responsible to the Board for the efficient performance of the duties of his Department. He will be directly responsible to the Third Sea Lord for all matters of design and technical questions connected with the construction of propelling, auxiliary, and all other steam, hydraulic, and internal combustion machinery in ships and boats, and for advising him in respect of the management of such machinery.

2. He will be responsible to the Second Sea Lord for advising as to the qualifications in respect of the management of machinery which should be looked for in the personnel of the engine room, and as to the technical instruction of the personnel generally in Engineering duties. Questions relating to Engine Room personnel will be dealt with in the first instance by the Engineer Officer appointed for this duty; but all promotions of Engineer Officers to ranks not below that of Engineer Captain and appointments of Engineer Officers in the technical departments of the Admiralty and the Dockyards, and all other important questions affecting Engine Room personnel generally, will be submitted to the Board after consultation with, and through, the Engineer-in-Chief.

3. He will be responsible to the Fourth Sea Lord for advising as to the machinery of ships and boats for Fleet Coaling or Oil Fuel Service, and as to technical matters relating to Naval Stores for machinery purposes.

4. He will be responsible to the Additional Civil Lord for all financial and administrative questions arising in connection with contracts for the construction of such machinery.

5. The Engineer-in-Chief will confer with the Director of Naval Construction in connection with the design of machinery to be fitted to ships to be built, and no addition or alteration involving an increase of weight or other material modification is to he made without reference to the Director of Naval Construction.

6. He will give such professional assistance and advice as may be requested by the Director of Dockyards on all matters relating to the extension, improvement, and maintenance of the machinery in Dockyards and Factories, as well as those relating to the repairs to machinery in ships and boats.

7. The Engineer-in-Chief will prepare such statements of expected cost of machinery, &c. as may be necessary for financial purposes. He will also prepare the schedules of instalments as may be necessary, and the certificates to enable payment to be made.

8. The Engineer-in-Chief may sign correspondence with the Dockyards or other Admiralty Establishments at home and abroad, or with individual officers of H.M. Navy or Civil Service, on matters relating exclusively to important questions of principle, or affecting other departments, is to be in the name of the Board and is to be signed by the Secretary.
