Assistant Controller was a title given to Director of Naval Construction William Henry White in December, 1885. The Assistant Controller was responsible to the Controller of the Navy and the Board of Admiralty for the construction and design of Royal Navy warships, and acted for the Controller on ordnance and torpedo matters in the latter's absence.[1] The Engineer-in-Chief reported to him.[2]
