McNeil's service record does not note that he was promoted to the rank of Lieutenant-Commander R.N.R., but if this were a simple omission, it would be dated 22 November, 1908.[2]

McNeil was promoted to the rank of Commander R.N.R. on 1 September, 1914.[3]

On 28 January 1918 he was surveyed at the Admiralty and found fit for shore service, only. he was to be resurveyed on 29 July. He was demobilised on 7 June, 1919.[4]

McNeil was placed on the Retired List on account of age at the rank of Captain R.N.R. on 15 May, 1921.[5]
