On 28 March 1943, Haynes was appointed in temporary command of the light cruiser Argonaut, vice Walfrid[?]. He was superseded on 14 August, 1943 and was apparently appointed to command the American-built escort carrier H.M.S. Empress, which was then called A.C.V. 38, introducing her to Royal Navy service.

Haynes was appointed to the escort carrier H.M.S. Khedive with the acting rank of Captain to take command upon her commissioning for Royal Navy service, which occurred on 25 August 1943.
