Initially selected from [[Engine Room Artificer (Royal Navy)|Engine-Room Artificer]]s and [[Chief Engine Room Artificer (Royal Navy)|Chief Engine-Room Artificer]]s of at least ten year's confirmed service and not less than thirty-five years old.  Passing a prescribed examination was also required.  By Order in Council dated [[13 January]], [[1902]] the age limit was removed and the limit of confirmed service reduced to eight years.
