Initially selected from Engine-Room Artificers and Chief Engine-Room Artificers of at least ten year's confirmed service and not less than thirty-five years old. Passing a prescribed examination was also required. By Order in Council dated 13 January, 1902 the age limit was removed and the limit of confirmed service reduced to eight years.
