Horsley was promoted to the rank of Lieutenant on 16 April, 1878.[1]

Horsley was promoted to the rank of Commander on 31 December, 1891.[2] On 17 August, 1892 he married Eva Donne.[3]

In March 1896, Horsley departed Bermuda in the composite screw sloop H.M.S. Pelican to relieve the screw sloop Buzzard at Nassau..[4]

Horsley was promoted to the rank of Captain on 1 January, 1898.[5] On 30 August, 1899 he remarried, to Mary Lyse Stoughton.[6]

He was appointed in command of the battleship Magnificent in October, 1900.

Horsley took command of Northampton on 3 November, 1902[7] but found himself Court Martialed and blamed for for grounding Northampton in 1904 and reprimanded. Oddly, he was also commended for refloating her![8]

He assumed command of the first class protected cruiser Hawke in November 1904, remaining with her until the 9 July, 1905.

On 4 April, 1907 Captain Horsley was again blamed for grounding a ship, this time the armoured cruiser Achilles. It was declared that Horsley should have issued "special instructions" to avoid this misfortune.[9]
