==Life & Career==
Yates was born in Wisconsin and enlisted in the Navy in 1903. In 1904 he was released from active duty to accept appointment to the Naval Academy from Wisconsin. He graduated with the Class of 1908 and was later promoted to the rank of {{EnsUS}} on 6 June, 1910.{{USOfficerReg1912|pp. 54-55}}

Yates saw early service with submarines, being appointed Executive Officer of {{US-Mohican|f=t}}, then serving as a submarine tender, in 1910. In 1911 he was appointed to command {{US-Shark|f=t}} (later renamed ''A-7''). he remained in command into 1913, and by that time also served as commander of the First Submarine Division of the Asiatic Fleet.{{USOfficerReg1911|pp. 232}}{{USOfficerReg1912|pp. 54-55}}{{USOfficerReg1913|pp. 46, 252}}

He was promoted to the rank of {{LtJGUS}} on 6 June, 1913, and by early 1914 was in command of {{US-F2|f=t}} in Hawaiian waters.{{USOfficerReg1914|pp. 46-47, 256}} He held this command until late summer 1915, and assisted with salvage efforts of {{US-F4|f=t}} after that craft was lost.{{USOfficerReg1915|p. 44}}{{USOfficerReg1916|p. 42}}

Yates was promoted to the rank of {{LieutUS}} on 29 August, 1916.{{USOfficerReg1917|pp. 40-41}} During and after World War I, he served as Navigator on a series of battleships, including {{US-Michigan}}, {{US-Texas}}, and {{US-Mississippi}}. On 16 September, 1925, Yates was promoted to the rank of {{CommUS}}. He served as Executive Officer on {{US-Milwaukee|f=t}} in the late 1920's, and was appointed to command {{US-Arctic|f=t}} in 1934, after orders to command {{US-Neches|f=t}} were canceled. Yates commanded heavy cruiser ''San Francisco'' from 1939 to 1941. During World War II, his assignments included a tenure as a NROTC instructor at Brown University, and command of the Naval Operating Base at Oran, Algeria. He also took part in the invasion of Southern France in 1944.
