Worsley was promoted to the rank of Lieutenant on 31 December, 1904.[2]

Worsley was appointed in command of the first-class torpedo boat T.B. 8 on 19 October, 1909.[3]

Captain (D) Godfrey Marshall Paine of the Third Destroyer Flotilla reported on 1 June, 1910 that Worsley was "[s]low, not a good destroyer offr. wd be better employed in large ship." He was sent immediately to join the scout cruiser Forward as her first lieutenant. However, a report from that ship indicated that that Worsley exhibited a woeful lack of tact and consideration in dealing with men. Accordingly, Worsley was appointed to the battleship Bellerophon on 10 October, 1911. He left the ship upon going to half pay on 31 July, 1912.[4]

Worsley was promoted to the rank of Lieutenant-Commander on 31 December, 1912. On 19 February, 1913, he was appointed to join the old Lord Nelson Class battleship Agamemnon of the Second Battle Squadron.[5]
