This is suitable for use on destroyers and perhaps similar sized ships. It is the "spigot" through which anchor chain passes from the foredeck to the chain lockers below and has a mechanical gripper to arrest the line.

It is difficult to tell if all fittings of the same size/function would be of the exact same design. This item would likely be painted steel, but that is Tone's guess.
