My copy is a black and white photocopy of an un-numbered "semi-final proof" which resides at TNA.  It was intended to be a compact form of the Signal Manual which was more suitable for destroyers and other ships with little space to spare.

A letter of promulgation inside (pages iii.-iv.) is dated December 12, 1913 and bears strident words of caution about letting this fall into enemy hands.

I include the very short introduction and the overall table of contents, verbatim.  The first 2 primary sections outlined in the contents themselves each bear a table of contents, which I have also included below.

It is interesting to note that the tables of contents, as well as portions of the text, have annotations and corrections written in in pencil, as it indeed appears to be a copy intended to fetch last-minute corrections from a knowledgeable proof-reader.

 

INTRODUCTION

  1. This book comprises in one Volume a small edition of Fleet Signal Book, Volume I, and Signal Manual, Part I.
  2. It is intended primarily for the uise of Torpedo Craft and of such other vessels to which it would be undesirable to supply the full-sized Signal Books.
  3. It is also furnished to the larger of His Majesty's Ships for use as required.
  4. It is further to be used (in conjunction with the Vocabulary Signal Book ADM 186/671) for confidential communications with Naval Centres in connection with the Distribution of Naval Intelligence.
