My copy of this document is an un-numbered original in somewhat delicate condition.  The promulgation note bears a date of Jan 1, 1903.

The nature of this book is to act as additions (and a few corrections or amendments) to an earlier manual whose content is only partially out of date.  The pages of this book, then, are full of sections marked with a page number and paragraph from the original manual indicating if the section is to replace the original or to be placed before or after it.  In this sense, this volume serves as editorial instructions for adapting the earlier printing to bring it up to date.
